Driving Abroad with a Japanese License: IDP, Renewal & Exchange

To drive abroad on a Japanese driver’s license (Unten Menkyo-sho 運転免許証), Tokyo’s Metropolitan Police Department (MPD) lists three routes: a Japanese International Driving Permit (Kokugai Unten Menkyo-sho 国外運転免許証), exchanging the license locally, or taking the local test. Some countries also accept the Japanese license itself, so the destination decides.1 The permit lasts at most one year from issue and follows only the 1949 Geneva format, and a destination’s residence rules can end your right to drive on it much sooner.234

This guide covers the permit, where it works, early renewal, expiry while abroad and license exchange. Your wider departure schedule is set out in the Japan outbound relocation master framework.

Three Layers: Your Japanese License, the IDP and the Destination’s Law

Section titled “Three Layers: Your Japanese License, the IDP and the Destination’s Law”

Your right to drive abroad rests on three separate layers, each with its own clock. The table summarises them.

Layer Who decides Key rule
Japanese license Prefectural Public Safety Commission (Koan Iinkai 公安委員会) Renew between one month before the birthday preceding expiry and the expiry date (Article 101(1)); an unrenewed license loses effect (Article 105)2
International Driving Permit Public Safety Commission of your address Valid one year from issue (Article 107-8); void if the license lapses or is revoked (Article 107-9); the permit itself cannot be renewed25
Destination law The destination country, state or province Whether the permit, a translation or the bare license is accepted, for how long, and when residents must switch (as of October 2026)31

The National Police Agency (NPA) describes the renewal window as “the two months around the birthday”, extended to the next business day if the last day falls on a weekend, holiday or year-end closure.3 For destination details, NPA tells drivers to ask the Japanese embassy or consulate in that country.3

Under Road Traffic Act (Doro Kotsu Ho 道路交通法) Article 107-7(1), any current license holder can be issued a permit, except holders of only a small special, moped (gentsuki) or provisional license and persons under suspension.2 Holders of only a large special license (Ogata Tokushu 大型特殊) are also excluded in practice, because the Enforcement Regulations’ category table (Article 37-8) has no row for it; Tokyo MPD and Kumamoto Prefectural Police both list this exclusion.657

You apply to the Public Safety Commission of your address and must present a document proving you will travel abroad (Article 107-7(2)).2 Tokyo requires a Tokyo address, and Kumamoto requires the license address to be in Kumamoto, with a change-of-particulars procedure first if your current address differs.57

What the IDP Covers: Vehicle Categories A to E

Section titled “What the IDP Covers: Vehicle Categories A to E”

The permit shows international categories A to E, mapped from your Japanese license classes under Enforcement Regulations Article 37-8.63

Japanese license held Categories on the permit
Ordinary or ordinary class 2 B
Ordinary or ordinary class 2, plus towing B and E
Large, medium, semi-medium, large class 2 or medium class 2 B, C and D
The same classes, plus towing B, C, D and E
Large or ordinary motorcycle A

Category B covers passenger vehicles with up to 8 seats besides the driver and goods vehicles up to 3,500 kg, and limited medium and semi-medium licenses count as ordinary licenses.63 Commercial and professional licensing is outside this guide; Ontario and New South Wales, for example, exclude those classes from test-free exchange (as of October 2026).89

Where a Japanese IDP Is Valid: The 1949 Geneva Convention and Destination Law

Section titled “Where a Japanese IDP Is Valid: The 1949 Geneva Convention and Destination Law”

Geneva (1949) vs Vienna (1968): Why Japan Issues Only One Format

Section titled “Geneva (1949) vs Vienna (1968): Why Japan Issues Only One Format”

Japan acceded to the 1949 Geneva Convention on Road Traffic on 7 August 1964 but does not appear among the parties to the 1968 Vienna Convention.1011 Its permit is therefore the Geneva Annex 10 model only (Article 107-7(1)).2 Countries that are Vienna parties but not Geneva parties, such as Germany, have no treaty obligation to accept it, so their domestic law decides.10114

NPA states that Geneva parties recognise the Japanese permit for one year from landing, within the permit’s validity.3 The Convention itself says no party must extend its benefits to a driver who has stayed over one continuous year (Article 1(2)).12 NPA adds that a country or state may restrict or refuse driving on the permit under its own law and may ask to see the Japanese license.3

Always carry your Japanese license with the permit. German and Swiss law accept an international permit only together with the national license (FeV §29(2); VZV Article 42(1)(b)) (as of October 2026).413

NPA publishes a list of Geneva parties and related territories (ジュネーブ条約締約国等一覧) dated 27 August 2025, linked from its page for people living abroad; no newer version was linked (as of October 2026).314 The list notes that other countries or territories may also apply the Convention and marks a few entries as “under confirmation”.14

On the NPA list (examples) Not on the NPA list (examples)
United States, Canada, United Kingdom, Australia, New Zealand, Republic of Korea, Thailand, Malaysia, Singapore, Philippines, India Germany, Switzerland, China (mainland), Taiwan
France, Italy, Spain, Netherlands, Hong Kong, Macau Vietnam, Indonesia, Brazil, Mexico

Treat the list as a starting point, not a guarantee. NPA compiles it from a survey of Geneva parties, and both NPA’s notes and Tokyo MPD’s mirror frame it around which foreign permits work in Japan (as of October 2026).141 For any destination, and especially those absent from the list, check the destination’s own official rules.

Countries Off the List: Translations and Domestic Recognition

Section titled “Countries Off the List: Translations and Domestic Recognition”

Being off the list does not automatically mean you cannot drive (examples as of October 2026).

Germany is not a Geneva party, yet the Fahrerlaubnis-Verordnung (FeV) §29(2) lists a 1949 Geneva Annex 10 permit, carried with the underlying national license, as valid proof of a foreign driving entitlement.104 A Japanese card presented without a permit needs a translation by an internationally recognised automobile club of the issuing state or a body designated by the federal transport ministry.4 Which bodies issue an acceptable translation of a Japanese license could not be confirmed, so ask the Japanese Embassy in Germany.

Switzerland signed the 1949 Convention but never ratified it, and it is a Vienna party.101113 Its traffic licensing ordinance (VZV) Article 42(1) still accepts a valid national license, or an international permit under the 1926, 1949 or 1968 conventions shown together with the national license.13 Only categories shown “expressly, understandably and in Latin script” count (Article 42(2)), and a Japanese card shows its classes in Japanese, so the practical route is the permit carried with your license (ask the Japanese Embassy in Switzerland about alternatives).13

Taiwan does not accept the Japanese permit, according to the Japan-Taiwan Exchange Association (公益財団法人日本台湾交流協会). Instead, you may drive on a valid Japanese license with a Chinese translation issued by the Association’s Taipei or Kaohsiung office or by JAF, plus the passport showing your last entry.15 Driving is allowed within one year of entry and within the license’s validity, each re-entry restarts the year, and the translation must be re-obtained after renewal or any change of particulars.15

JAF’s published terms for the Taiwan translation (provider terms, not an official source) are web application only, ¥7,000 including tax and about 1 to 2 weeks to issue.16 JAF does not translate My Number licenses and does not accept applications from abroad (as of October 2026).16

Mainland China’s Ministry of Public Security Order No. 162 contains no provision recognising international permits, and China is not on NPA’s list.1714 A foreign license holder who needs to drive temporarily applies to a vehicle management office for a temporary driving permit, valid 3 months and extendable to 1 year for stays over 3 months (Article 21 of the 2021 text, effective 1 April 2022) (as of October 2026).17

Do Not Confuse This with the List of Licenses Valid in Japan

Section titled “Do Not Confuse This with the List of Licenses Valid in Japan”

Road Traffic Act Article 107-2 runs in the opposite direction. It lets holders of licenses from places designated by Cabinet Order (Switzerland, Germany, France, Belgium, Monaco and Taiwan under Enforcement Order Article 39-4) drive in Japan for up to one year from landing with a Japanese translation from a designated body.21819 That list says nothing about whether a Japanese license works in those places.

How Long You Can Drive on an IDP After You Move

Section titled “How Long You Can Drive on an IDP After You Move”

Two One-Year Clocks, Then the Residence Clock

Section titled “Two One-Year Clocks, Then the Residence Clock”

Japan’s year runs from issue and the Geneva year from arrival, in NPA’s reading of the Convention.2312 Within its year, the permit covers any number of trips while the Japanese license is valid, and Tokyo MPD may ask for the old permit back before issuing a new one.5 German and Swiss residence rules run from your residence, not from the permit, so a new permit does not restart them (FeV §29(1); VZV Article 42(3bis)(a)) (as of October 2026).413

Residence Rules Usually End IDP Driving Sooner

Section titled “Residence Rules Usually End IDP Driving Sooner”

For a new resident, the destination’s own deadline usually matters more than the permit’s year. These official examples show how widely the periods differ (as of October 2026).

Destination How long a new resident may drive on a foreign license Source
Germany 6 months after establishing ordinary residence; extendable on application by up to 6 months if you credibly show the stay will not exceed 12 months (FeV §29(1)) 4
Switzerland Swiss license needed once resident 12 months without more than 3 consecutive months abroad (VZV Article 42(3bis)(a)) 1320
United Kingdom (GB) 12 months after becoming resident (car or motorcycle); exchange possible up to 5 years after becoming resident if the license has not expired 21
Virginia (US) 60 days after moving to get a Virginia license 22
Ontario (Canada) 60 days, then switch to an Ontario license 8
New South Wales (Australia) Citizens, permanent residents and NZ license holders: 3 months to transfer the overseas license; temporary visa holders follow a separate route 23
Singapore Foreigners residing under 12 months carry the foreign license plus a permit, or an official English translation if no permit; new citizens or permanent residents may drive up to 3 months 24
Taiwan 1 year from entry with license plus Chinese translation; Japanese permit not accepted 15

None of these periods is the permit’s one year from issue, so note your destination’s deadline on arrival and plan the exchange well before it.

General caution (not a sourced rule): driving without authorisation recognised at the destination may affect your insurance cover, and rental companies set their own document rules, so check both in writing.

Applying for an IDP in Japan: License Centers vs Police Stations

Section titled “Applying for an IDP in Japan: License Centers vs Police Stations”

Each prefecture decides which counters handle permits and how quickly they issue them. Tokyo MPD issues at test centers, renewal centers and three designated police stations (since 21 November 2022), “same day in principle, but may not be possible depending on circumstances”.525 Kumamoto issues same day only at its Driver’s License Center, Monday to Thursday, while police stations take about 2 weeks (as of October 2026).7

Comparison Table: Two Prefectures as Examples

Section titled “Comparison Table: Two Prefectures as Examples”
Office type (example prefecture) Issue timing Days and hours
Tokyo test centers (Fuchu, Samezu, Koto) Same day in principle Weekdays 08:30 to 16:30; Sundays 08:30 to 16:30 except 11:30 to 13:00
Tokyo renewal centers (Kanda, Shinjuku) Same day in principle Weekdays 08:30 to 16:30
Tokyo designated police stations (Setagaya, Itabashi, Tachikawa) Same day in principle Weekdays 08:30 to 16:30 except 11:30 to 13:00
Kumamoto Driver’s License Center Same day Monday to Thursday, 09:00 to 11:00 and 13:00 to 15:00
Kumamoto police stations About 2 weeks Weekdays 09:00 to 11:00 and 13:00 to 15:00

Examples only (as of October 2026); Tokyo test centers close on Saturdays, holidays and 29 December to 3 January.57 Check your own prefectural police page before you go.

The fee is ¥2,250, the national standard amount set in Road Traffic Act Enforcement Order Article 43 (¥950 for materials and facilities plus ¥1,300 for personnel), charged as such in Tokyo and Kumamoto (as of October 2026).1857 Prefectures set their fees by ordinance on the basis of this standard (Act Article 112), and the standard fell from ¥2,350 to ¥2,250 on 24 March 2025, so older guides may quote the higher figure.218

The permit is valid one year from issue and cannot be renewed, so if your license expires within that year, renew it first.25 Tokyo MPD recommends early renewal for anyone with less than a year left (except short trips where you can renew within the window), and Kumamoto and NPA give similar advice.357 Otherwise the permit lapses together with the old license (Article 107-9).2

Required Documents: Passport, License, Photo and Proof of Travel

Section titled “Required Documents: Passport, License, Photo and Proof of Travel”

Tokyo MPD and Kumamoto ask for broadly the same set (as of October 2026):57

  • Your conventional license and/or My Number license (Kumamoto asks for both if you hold both).
  • One photo 4.5 cm high by 3.5 cm wide, taken within 6 months, no hat, facing forward, plain background.
  • Your passport (original) or, if it is not to hand, printed proof of travel such as an assignment or study-abroad certificate, e-ticket receipt, visa application papers or a printed ESTA screen.
  • Any previously issued permit.

The photo rules come from Enforcement Regulations Article 37-9(2), which also asks for your name and the date on the back.6 NPA lists 3.0 by 2.4 cm for renewal photos, so a renewal photo will not do.3

My Number License (Maina Menkyo-sho マイナ免許証) Holders

Section titled “My Number License (Maina Menkyo-sho マイナ免許証) Holders”

The license has been integrable into the My Number Card nationwide since 24 March 2025.26 Tokyo MPD warns that My Number-only holders may need a conventional card depending on the destination, and that holders of both should bring the conventional card abroad (as of October 2026).527 The Japan-Taiwan Exchange Association explains why: the My Number license shows no license data on its face, so local authorities may treat you as unlicensed, and it may not be accepted for exchange.15

Get the conventional card before you leave. A My Number-only holder may apply for one at any time (Article 95-2(11)); in Tokyo it can be added at a driving test center without a reservation, for a fee.227 Article 95-2(9) keeps your license record valid if the My Number Card expires, which can happen on departure (see the My Number Card guide), but whether a conventional card can be issued after your resident record is closed could not be confirmed.2

Applying When You Are Already Abroad (Proxy Application)

Section titled “Applying When You Are Already Abroad (Proxy Application)”

NPA allows a relative or similar person with a clear agency relationship to apply once you are already abroad, presenting your license with a letter of request or power of attorney.3 Proxy rules differ by prefecture, as these two examples show (as of October 2026).257

Requirement Tokyo MPD Kumamoto
Who may apply Relatives etc., including acquaintances, friends and colleagues, only while you are abroad A proxy, only while you are abroad
Remaining license validity Roughly 3 months or more At least 3 months
License Your license, with a Tokyo address Your original license, with a Kumamoto address; no copies
Passport Copy of every page, including unused pages, showing entry and exit stamps Copies of 4 pages: photo and name page, Japan departure stamp, destination entry stamp, issuing authority page
Other Letter of authorisation with your name handwritten, proxy’s ID, photo, ¥2,250 Handwritten power of attorney (original), proof you are abroad such as the airmail envelope, proxy’s ID, photo

The practical catch is the original license, which must be in Japan to be presented, leaving you without it abroad meanwhile.37 Tokyo adds that if you used automated gates, you should obtain your entry and departure record from the Immigration Services Agency in place of stamps.25

Renewing Your Japanese License Early (Kigen-mae Koshin) Before You Leave

Section titled “Renewing Your Japanese License Early (Kigen-mae Koshin) Before You Leave”

The Legal Basis: Road Traffic Act Article 101-2

Section titled “The Legal Basis: Road Traffic Act Article 101-2”

Article 101-2 lets you renew before your renewal window opens if you expect difficulty taking the aptitude test within the window “because of overseas travel or another unavoidable reason set by Cabinet Order”.2 You apply to the Public Safety Commission of your address on a special renewal application form (特例更新申請書); NPA calls the procedure Tokurei Koshin (特例更新), while Kigen-mae Koshin (期限前更新) is common usage rather than the statutory term.23 NPA describes the typical applicant as someone living abroad who is back in Japan now and expects to be abroad again during the window.3

Bring proof of the reason, such as evidence you will be abroad during the renewal period, along with the application, your current license, a 3.0 by 2.4 cm photo and the fee (as of October 2026).3 NPA does not permit proxy renewal, so you must attend in person.3 Renewal training applies, and anyone aged 70 or over on the expiry date must complete the senior course first.3

Early renewal shortens your next validity period. Under the remarks to the Article 95-6 table, the new period is counted from the date of the aptitude test rather than from the old expiry date, and Kumamoto warns that “the validity period becomes shorter” and asks applicants to contact it in advance.27 In effect, renewing before the birthday that precedes the old expiry means the new license ends about one birthday earlier than after a normal renewal.2

Sequence the two steps: renew first, then apply for the permit. A permit issued on the old license lapses with it (Article 107-9), so base the permit on the renewed license.257

If your life is now based abroad, you can renew on a visit home using a domestic base such as a family home as your address.3 If that base differs from the license address, you must change the address at the same time, proving it with mail addressed to you or a document showing you stay there, such as one prepared by the household head.3 Foreign nationals face an additional limit, covered in the citizens vs foreign residents section below.3

If Your Japanese License Expires While You Live Abroad

Section titled “If Your Japanese License Expires While You Live Abroad”

The 6-Month and 3-Year Windows (Article 97-2)

Section titled “The 6-Month and 3-Year Windows (Article 97-2)”

An expired license cannot be renewed; it must be re-acquired.3 Article 97-2(1)(iii) then waives the written and skills tests, leaving the aptitude test, in the situations below.23

  • Within 6 months of lapse: tests waived for anyone except persons set by Cabinet Order.
  • 6 months to 3 years after lapse: tests waived only if overseas stay or another unavoidable reason prevented you from applying within 6 months, and you apply within 1 month after the reason ends.
  • Over 3 years: no waiver, except that where the reason (such as departure) arose before 20 June 2001, the skills test is waived if you apply within 1 month after it ends (NPA).
flowchart TD
    A["Japanese license lapsed while abroad"] --> B{"Applying within 6 months of lapse?"}
    B -- Yes --> C["Written and skills tests waived (Article 97-2(1)(iii))"]
    B -- No --> D{"Did overseas stay or another unavoidable reason prevent applying?"}
D -- No --> E["6 months to 1 year: only provisional-license tests waived for car classes; after that, no waiver"]
    D -- Yes --> F{"Within 3 years of lapse and within 1 month after the reason ended?"}
    F -- Yes --> C
F -- No --> G["No test waiver (special rule for reasons arising before 20 June 2001)"]

Without an unavoidable reason, between 6 months and 1 year after lapse, holders of large, medium, semi-medium or ordinary licenses get only the provisional-license tests waived (Article 97-2(1)(iv)).2 Applicants using the main waiver are “specified lapsed persons” (特定失効者) and must take the prescribed course, with additional checks for those aged 75 and over.23

Your driving record can survive the gap. Where an unavoidable reason applied, the lapsed period counts as continuous license holding, so excellent or general driver status can be kept (Article 95-6 remark 4).23 NPA requires an in-person application with the old license, proof of overseas stay and other documents, including a family register copy (戸籍謄本等).3

Proving You Were Abroad: The Passport Stamp Problem

Section titled “Proving You Were Abroad: The Passport Stamp Problem”

NPA accepts several kinds of proof of overseas stay: entry and exit stamps in your passport, Immigration Services Agency (ISA) documents issued on a disclosure request for your entry and departure records, a residence certificate (Zairyu Shomei 在留証明) from a Japanese embassy or consulate, or a posting certificate from your employer.3 Face-recognition gates leave no stamp, so NPA advises asking an officer for one after the gate, before boarding on departure or before customs on arrival.3

The ISA route is slow. Japanese nationals can request their own record at the counter or by post for ¥300 in revenue stamps, with a decision “basically within 30 days” (as of October 2026).28 Postal requests need a resident record (Juminhyo 住民票) issued within 30 days, which someone who has moved out will not have, so the counter or a voluntary agent with a power of attorney may be the practical route.28

The First Trip Home Can Start the 1-Month Clock

Section titled “The First Trip Home Can Start the 1-Month Clock”

NPA warns that the first return to Japan counts as the moment the circumstance ended.3 If you did not use the unavoidable-reason procedure on that visit, it may be refused on a later return.3 In practice, build a license center visit into your first trip home after the license lapses, and bring your proof of overseas stay.

Exchanging Your Japanese License for a Local License

Section titled “Exchanging Your Japanese License for a Local License”

Whether you can swap your Japanese license without tests is decided by the destination, not by Japan. Tokyo MPD simply tells drivers to check exchange or local testing with the destination country’s embassy.1 Each destination uses its own terms: “designated country” (UK), the Annex 11 country list (Germany), “recognised” country (New South Wales), “reciprocal” (Virginia) and an exchange list (Ontario).29213089

Official destination examples (as of October 2026):

Destination Tests on exchange (car class) Deadline or timing Key documents and notes Source
United Kingdom (GB) None stated for a license from a designated country (Japan) Drive 12 months; exchange up to 5 years after becoming resident, if the license has not expired Official translation of the license; D1 form from a Post Office; £43 fee; usually within 3 weeks 21
Germany Japan, all classes: no theory and no practical test (FeV Annex 11) License must entitle or have entitled you to drive in Germany (FeV §31(1)); Berlin requires it to be valid when you apply Berlin: original national license (permits are not exchanged); translation if not in German or English; fee €37.50 without test 312932
Switzerland Control drive waived for Japan for categories A and B (motorcycle and car) only; higher and professional categories also need a theory test Swiss license required after 12 months’ residence The control drive is the default rule (VZV Article 44(1)); federal and cantonal lists name Japan; Canton Zug requires licenses not in Latin script to be translated by the embassy or consulate or a certified Swiss translation office 133334
Taiwan None for a Japanese license, subject to a medical check Short stays: 1 year from entry on the translation Taiwanese residence permit valid 6 months or more; license, Chinese translation issued within 1 year, passport, 2 photos, fee NT$200 (Taipei example) 15
Mainland China Subject 1 (theory) test for car classes Temporary permit 3 months, up to 1 year Foreign license must have been obtained during a stay of 90 days or more within a year in the issuing country 17
Virginia (US) Knowledge and road skills tests may be waived for Japan (reciprocal); vision screening required 60 days after moving Form DL 7; Embassy of Japan verification using a Japan Safe Driving Center certificate obtained by a proxy in Japan and a consent form 302235
Ontario (Canada) Japan on the exchange list; full Class G where equivalent; Japanese motorcycle class cannot be exchanged 60 days Certified translation dated within 6 months if not in English or French 8
New South Wales (Australia) Japan recognised: no knowledge or driving test for car or rider license (current or expired within 5 years); no exemption for heavy classes 3 months (citizens, permanent residents, NZ license holders) Translation from Multicultural NSW or the Department of Home Affairs; medical review for drivers 75 and over 923
Singapore Basic Theory Test required; practical test only in certain cases Conversion needed if residing more than 12 months Official English translation by a Singapore registered translation company if not in English 24

In Virginia, failing a test ends eligibility for the waiver (as of October 2026).30 For country-level context beyond driving, see the destination guides.

Documents Destinations Commonly Ask For: The Consular License Extract Certificate

Section titled “Documents Destinations Commonly Ask For: The Consular License Extract Certificate”

Japanese embassies and consulates issue a license extract certificate (Jidosha Unten Menkyo-sho Bassui Shomei 自動車運転免許証抜粋証明) for use where a local authority requires it.36 The Embassy of Japan in the United States describes it as extracting and translating the necessary parts of a valid Japanese license, issued to residents of DC, Maryland and Virginia the same day at the counter or after 3 to 5 opening days for online applications (as of October 2026).36 It requires your valid passport and valid license, and an expired license cannot be certified.36

Procedures differ by mission, so ask the embassy or consulate covering your area and check first whether the local authority needs the certificate.36 Virginia, for example, verifies Japanese licenses through the Embassy using a Japan Safe Driving Center (自動車安全運転センター) “Certification of Driver’s License History” (the Center’s 運転免許経歴証明書), obtained by a proxy in Japan, plus a consent form.35 The Center charges ¥800 per certificate plus payment charges and accepts proxy applications (as of October 2026).37

What happens to your Japanese card depends on the destination (as of October 2026). In Germany, the German license is handed over only against surrender of the foreign one, which is returned to the issuing body where an agreement exists or otherwise kept in custody and may be destroyed after 3 years (FeV §31(4)).31 Switzerland returns non-EU/EFTA licenses to the issuing authority or hands them to the holder (VZV Article 44(4)), and in Taiwan the Japanese license is not confiscated.1315

Your Japanese record keeps running whoever holds the card. The license still lapses if not renewed (Article 105), and the Article 97-2 relief still applies.2 Whether a license center will renew without the physical card could not be confirmed, so ask your prefectural license center before surrendering it.

Step-by-Step Administrative Procedure & Timeline

Section titled “Step-by-Step Administrative Procedure & Timeline”

Work backwards from your departure date; the timings below are suggestions, not legal deadlines. The moving-out notification guide explains when city halls accept that filing.

When Action Basis
T-6 months Check the destination: NPA list, residence deadline and exchange rules; note your Japanese license expiry date 314
T-3 months If the renewal window falls while you will be abroad, renew early (Tokurei Koshin); if you hold only a My Number license, add a conventional card 2327
T-1 month Apply for the permit, after any renewal, at a license center or designated police station 257
Before the moving-out notification Finish renewal and the permit while your license address is unambiguous (advice only) Practical advice
Arrival Carry the permit with the Japanese license (and passport in Taiwan); note the residence deadline 41315
Months 1 to 12 Exchange or take local tests before the deadline; obtain any consular extract certificate while the license is valid 2136
Return visits Renew within the window, or use the Article 97-2 relief within 1 month after the first return 23

Prefectures key eligibility to your license address, but no official page says whether filing the moving-out notification first blocks an application.57 Selling or deregistering a car is covered in the master relocation guide, and shipping one abroad in the international moving guide.

Japanese Citizens vs. Foreign Residents: Critical Distinctions

Section titled “Japanese Citizens vs. Foreign Residents: Critical Distinctions”

The permit and early renewal rules are the same for everyone holding a qualifying license with an address in the prefecture (Articles 101-2 and 107-7).2 The differences arise after you leave.

Issue Japanese citizens Foreign residents
Permit and early renewal Same statutory rules2 Same statutory rules2
Renewal after leaving Possible on a visit home using a domestic base address3 Foreign nationals not covered by the Basic Resident Register Act generally cannot renew, change particulars or be issued a license, except in limited cases3
UK exchange outcome Designated-country route where the driving test was passed in Japan21 A Japanese license converted from a non-designated country’s license may not get the same outcome21

A foreign resident leaving without a plan to re-register may be unable to keep the Japanese license alive, so plan the exchange abroad while it is still valid.3 Whether a home country still accepts a license converted into a Japanese one is that country’s rule. Re-entry permits are covered in the guide to Japanese citizens vs foreign residents departure rules.

If you later return to Japan with a foreign license, Japan’s own conversion (Gaimen Kirikae 外免切替) requires at least 3 months’ cumulative stay in the issuing country after you obtained it, proven with passport stamps or similar evidence.1838

Common Pitfalls & Regulatory Compliance Risks

Section titled “Common Pitfalls & Regulatory Compliance Risks”
  • Getting the permit before renewing a license that expires within the year. The permit lapses with the license (Article 107-9). Fix: renew early first.2
  • Assuming the permit lets a resident drive for a full year. Germany ends the entitlement 6 months after you establish residence (extendable only for stays of at most 12 months), and Virginia and Ontario allow 60 days. Fix: note the destination deadline on arrival.4228
  • Carrying the permit without the Japanese license. Germany and Switzerland accept the permit only together with it. Fix: carry both.413
  • Assuming every destination accepts the permit. Taiwan does not, and mainland China’s rules make no provision for it. Fix: check the destination’s official rules.1517
  • Holding only a My Number license. It may be treated as no license abroad. Fix: add a conventional card before departure.2715
  • Missing the 1-month window after the first return. Fix: visit a license center on that trip.3
  • Having no stamps to prove time abroad. Face-recognition gates do not stamp passports. Fix: ask an officer for a stamp each time.3
  • Relying on a proxy without planning for the original license. Fix: keep about 3 months’ validity and arrange for the license to reach Japan.257
  • Not returning an expired permit. Article 107-10(1) requires prompt return, or return on coming back to Japan if it expired while you were abroad; breach carries a fine of up to ¥20,000 or a petty fine (科料, a criminal penalty) under Article 121(1)(x). Fix: return it at a test center or police station, or by post to a Tokyo test center.25
  • Letting a residence deadline pass. Fix: start the exchange early, because continuing to drive afterwards may breach local law and may affect insurance (general caution).413
